- Work Experience or Graduation: Applicants must have either one year of continuous work experience in the past three years, or they must have graduated from a publicly funded post-secondary institution in the recommending community.
- Job Offer: Applicants must have a full-time job offer from an employer in one of the participating communities that meets the salary and job duty requirements for the occupation.
- Language Proficiency: The required level of language proficiency depends on the NOC classification of the job offer but typically ranges from CLB/NCLC 4 to 6.
- Settlement Funds: Applicants must demonstrate they have enough money to support themselves and their family after they arrive, unless they are already working in Canada.
- Community Recommendation: As part of the application process, candidates must receive a recommendation from one of the participating communities, based on their intent to live in the area, their job prospects, and their overall contribution to the community.

- Community Engagement: Interested candidates engage with one of the participating communities to seek a recommendation.
- Express Entry Profile: Although not all streams require it, some candidates may enter or already be in the Express Entry pool.
- Permanent Residence Application: Once recommended by a community and if they meet all federal criteria, candidates can apply for permanent residence.
